2001年12月3日，欧盟通过了GPSD指令（General product Safety Directly 2001/95/EC），并要求各成员国从2004年1月15日开始全面实施，原指令92/59/EEC也因此作废。GPSD提出了产品质量安全的基本要求，适用于除食品以外的一切消费产品，特别是对无专门法规（包含通用指令和特定产品指令）规定的产品安全要求做出了基本规定。因此，GPSD处于欧盟产品安全法规体系中的基础和水平地位；同时，GPSD是一些列产品安全专门法规的基础，从产品风险控制、产品安全责任等方面对这些专门法规进行了补充和完善。

符合GDSP指令的产品包含如下：
